Palestina: elite laiche ed elite fondamentaliste, chi sopravviverà?

Con l’avvio del processo di Oslo negli anni Novanta, le elite laiche palestinesi provenienti dall’OLP sembravano aver definitivamente vinto: in pochi anni sarebbe nato uno stato palestinese e loro ne sarebbero state a capo. Il processo di pace, e soprattutto il flusso di aiuti dell’Unione Europea, nel giro di qualche anno avrebbe consolidato questa tendenza eliminando ogni elemento estraneo al cosiddetto “gruppo tunisino”.

Le cose, come sappiamo, non sono andate così. Con le elezioni del gennaio 2006 un’intera epoca sembra essersi conclusa: quella del monopolio delle elite laiche sulla lotta di indipendenza palestinese. La vittoria di Hamas ha portato al potere una nuova classe dirigente che merita di essere indagata. Chi sopravviverà alla fine del processo di pace? Continuerà, e come continuerà, l’attuale “guerra civile palestinese”? Per rispondere a queste domande è necessario, secondo noi, guardare non solo allo scenario interno ma anche al ruolo dei soggetti esterni, i quali influenzano lo sviluppo delle elite palestinesi: in primo luogo gli israeliani, ma anche gli Stati Uniti e l’Iran. Soprattutto in questa prima fase lo studio verterà su questi ultimi due soggetti, attraverso l’osservazione delle strategie delle amministrazioni americane, così come quelle dell’Iran e di Hizbullah nel rafforzamento militare e politico di Hamas.

Palestine: secular elites and fundamentalist elites, who will survive?

With the beginning of the Oslo process in the Nineties, the Palestinian secular elites from the PLO seemed to have won once and for all: in the space of a few years a Palestinian state would be born  and they would be at its head. The peace process, and above all the flow of aid from the European Union, would consolidate this trend, eliminating everyone outside the so-called “Tunisian group”.

Things, as we know, have turned out very differently. With the elections of January 2006, a whole era seems to have come to an end: that of the monopoly of the secular elites over the struggle for Palestinian independence. The victory of Hamas has brought to power a new ruling class that deserves to be investigated. Who will survive at the end of the peace process? Will the current “Palestinian civil war” continue, and in what way? In order to answer these questions it is necessary, in our opinion, to look not only at the internal scenario but also at the role of the outside forces who influence the development of the Palestinian elites: first of all the Israelis, but also the United States and Iran. In this first phase above all, the study will focus on the latter two, by observing the strategies of the American administrations, and those of Iran and of Hezbollah in the military and political reinforcement of Hamas.
